GOVERNOR MARK SANFORD SIGNS S.390

Columbia, SC March 23, 2004 - Governor Mark Sanford signed S.390 at 11:30 am on Wednesday March 24, 2004, in the South Carolina Statehouse Rotunda. S.390 will allow agencies that place children in the Department of Social Services' programs to apply and receive funds and grants from the Children's Trust Fund. The bill was introduced by Senator Robert W. Hayes, Jr. [R] District Number 15 - York County.
 
The Children's Trust Fund receives funding using the check-off on the South Carolina income tax return form. The Children's Trust Fund was one of the first check off donations on the state tax return and originated in legislation written by former Lt. Governor Nick A Theodore in September 1984 while he was serving as a state senator. Theodore attended the signing. 

Child placement agencies from around the state attended the event to celebrate the signing and to showed their appreciation to Governor Mark Sanford and the South Carolina Legislators.

Children's Trust Fund
The Children's Trust Fund (CTF) is not a state entity, but a separate, eleemosynary corporation granted tax exempt status under Section 501c(3) of the Internal Revenue Code. The nine members of the Board of Trustees are appointed by the Governor of the State of South Carolina and confirmed by the Senate. 

The mission of the Children's Trust Fund of South Carolina is to focus on long-term solutions to the problems facing South Carolina's children by working through local community coalitions for systems change. CTF will fund a broad range of child abuse and neglect prevention activities -- from protection and safety to shelter, food, social and cognitive development. 

At present, the primary funding sources for CTF are the tax check-off option from South Carolina individual income tax returns and private contributions. CTF has awarded over $2 million since its inception to over 200 organizations and projects statewide. Grant awardees have been involved in areas such as childhood disabilities, education, mentoring, day care, parenting and a broad array of child abuse and neglect prevention services.
